The Building Sovereign AI Infrastructure for Europe

Embedded LLM Europe was established to help build the first European AI Grid designed to operate as sovereign, verifiable, and transparent infrastructure under European jurisdiction.

As artificial intelligence becomes a foundational capability for governments, economies, and critical services, Europe requires AI infrastructure that is governed by European law, aligned with European values, and resilient to external dependencies. Embedded LLM Europe exists to support that goal.

Our Mission

Our mission is to deliver AI as a utility across all 27 EU Member States and Ukraine, enabling governments, public institutions, and regulated industries to deploy AI systems that comply with:

The EU AI Act

GDPR and European data protection standards

National security and critical infrastructure requirements

EU AI Grid is designed to provide long-term strategic autonomy by ensuring that AI workloads, data, and governance remain under European control.

From Vision to Deployment

On January 22, 2026, Embedded LLM Europe launched the first EU AI Grid interconnect node in Lithuania.

The node is operated from the Vilnius TV Tower, a nationally significant site and a symbol of Lithuania’s independence and resilience. This launch marked the transition of EU AI Grid from concept to operational infrastructure, demonstrating the feasibility of sovereign AI deployment on European soil.

European Partnerships

EU AI Grid is developed and operated in collaboration with European partners that bring infrastructure capability, security expertise, and regional execution.

Telecentras

Lithuania’s national radio and television center and a builder of EuroHPC AI Factory infrastructure, providing telecommunications and operational capabilities critical to sovereign AI deployment.

Scalewolf Ventures

A European, NATO-allied investment fund supporting strategic and security-focused technologies, contributing governance and cybersecurity oversight.

Together, the partnership enables day-zero digital sovereignty, ensuring infrastructure, operations, and control remain aligned with European strategic interests from the outset.

Leadership & Governance

The European operations of Embedded LLM Europe are led by Paulius Kuncinas, a senior expert in energy infrastructure and strategic frontier technologies. His focus is on building AI infrastructure with the same rigor, reliability, and accountability expected of critical utilities.

Edvinas Kerza, Managing Partner at Scalewolf Ventures, oversees the AI cybersecurity framework and supports the implementation of governance, security controls, and risk management across EU AI Grid deployments.

Technology Foundation

Embedded LLM Europe is supported by the AI inference technologies developed by Embedded LLM, which are designed for deployment in regulated, high-assurance environments. These technologies prioritize operational control, auditability, and performance consistency—key requirements for public sector and mission-critical use cases.

Who We Work With

EU AI Grid is designed to support organizations with the highest regulatory and operational requirements, including:

Governments and public institutions
